Check out ManyChat. It’s a Facebook Messenger bot that people can subscribe to. It has a widget you can add to most websites, and I’m pretty sure you could configure it to pop up and message people a link to your latest blog article.

Ideally, you want to be capturing email addresses too, though, for Custom and Lookalike Audiences on Facebook (e.g. Paste a link to your blog on your Facebook Page and then use the Engagement Objective in Facebook Ad Manager to promote to a Lookalike audience to your current email list.
